Obama Clarifies Rules On Faith-Based Partnerships

The order requires the government to tell people seeking services such as food programs or drug treatment programs about nonreligious alternatives and publicly list the organizations that receive money. But the order says nothing about whether faith-based groups may favor believers when they are hiring, which many believe violates the First Amendment.
